The Raw Materials Research and Development Council (RMRDC) has launched its revised Service Charter, a move aimed at strengthening service excellence and promoting accountability in line with global best practices. The event took place on Friday, September 26, 2025, at the Council’s boardroom in Abuja.
Declaring the launch open, the Director-General of RMRDC, Prof. Nnanyelugo Ike-Muonso, commended the Council’s SERVICOM Unit for its dedication and commitment to entrenching service standards across the Council. He specifically praised the Deputy Director of SERVICOM, Ms Mercy Agumuo, for her leadership.
He applauded the passion, and tireless coordination of Ms Aguomo which he said have been instrumental in driving the initiative forward. Noting that her efforts have not only elevated the Council’s service standards but have also served as an inspiring model of public sector efficiency.

He emphasized that the launch marked a pivotal moment in RMRDC’s ongoing journey toward citizen-centered governance and reaffirmed the Council’s commitment to delivering prompt, fair, and high-quality service to all stakeholders.
“The Service Charter is very important to RMRDC. It will not only guide staff towards professionalism but also strengthen our culture of accountability and service excellence,” Prof. Ike-Muonso said, adding that the charter would be made available to all staff as a working tool.
Delivering the keynote address, the Head of SERVICOM Operations, Dr. Ngozi Akinbodewa, applauded the DG for his unwavering support for the SERVICOM Unit. She explained that the Service Charter is a Federal Government initiative designed to ensure transparency, efficiency, and measurable standards of service delivery across Ministries, Departments, and Agencies (MDAs).
“The essence of the Service Charter is to make it a living document that guides our work, not one that sits on the shelf. It breaks down mandates into measurable standards, allowing for proper monitoring and evaluation. It ensures that staff and stakeholders alike know what to expect,” Dr Akinbodewa said.

She emphasized that the charter aligns public service delivery with the standards found in private sector customer service, noting that it has been successfully operational since 2024. According to her, SERVICOM routinely conducts surveys to assess quality service delivery, and committee members across departments meet regularly to track implementation.
Dr. Akinbodewa also called for sensitization campaigns across all RMRDC offices, stressing the need for every staff member to understand their role in implementing the charter. She urged management to provide continuous support and training for SERVICOM staff, noting that quarterly reports to the Ministry of Science, Technology, and Innovation (FMIST) are critical to tracking performance.
“As public servants, we must always treat others the way we want to be treated. If we continue to improve our practices, Nigeria will be a better place,” she added.
In a symbolic gesture, Dr. Akinbodewa decorated the DG with a SERVICOM reflective jacket and cap, marking his commitment to service excellence.
In her vote of thanks, the Deputy Director, Reforms SERVICOM, Mrs Emma D. Ekpo, who represented the Permanent Secretary of FMIST, Mrs Esuabana Nko Asanye, lauded the DG for his strong support to the SERVICOM Unit. She noted that SERVICOM is steadily evolving and redefining work culture across MDAs.
“The Service Charter is a compact between government institutions and the public. It sets standards, builds trust, and ensures accountability. We are proud of the progress at RMRDC,” she said.
The launch was attended by the RMRDC senior management team, SERVICOM committee members, and staff who pledged to uphold the principles of the Service Charter in their daily operations.
