The Raw Materials Research and Development Council (RMRDC) has taken a significant step towards improving service delivery and staff performance by adopting the Ministerial Performance Management System.

Speaking at the just concluded Senior Management Staff retreat organized by the Raw Materials Research and Development council (RMRDC), for Directors of the council at Abuja, recently,
the RMRDC Director-General, Professor Nnanyelugo Martin Ike-Muonso, announced the adoption even as he stated that the retreat aims to enhance staff capacity and align RMRDC’s goals with the federal government’s vision.
Speaking earlier while delivering a paper on Performance Management and Evaluation, Mr. Rikko Omve Owutti advocated for the adoption of the Ministerial Performance Management System which he noted was centered around improving service delivery and staff performance. He explained that the system was structured to enhance accountability and transparency in the service whilst aligning activities within the civil service ecosystem with federal government’s vision. This will include a review of the erstwhile Annual Performance Evaluation form which is being replaced by the Performance Review system.
In support of this reform and it’s adoption by the council, the RMRDC DG said the Council was committed to delivering exceptional results and enhancing staff performance even as he noted that the Ministerial Performance Management System will ensure accountability, transparency, and efficiency in our operations.
In this vein, the DG while revealing that he had created a Performance Management and Evaluation Division in the Council to handle all issues in this regard said it was ideal for the Council to develop a performance management framework which will help it stablish key performance indicators (KPIs). He also said that henceforth, management will Conduct regular staff evaluations and provide training and capacity-building programs when ever necessary.
The DG also stated that in implementing the performance management system, council would effect, on regular basis, monitoring and evaluation of staff performance, conduct quarterly review sessions instead of the usual annual review of staff performance through the aper form which did not constitute a reliable assessment of staff performance, and recognize and reward outstanding staff.
Professor Ike-Muonso further assured that the council would prioritize staff development and capacity building to foster a culture of excellence and accountability and enhance collaboration and teamwork within the council to drive enhanced service delivery towards the actualization of the Renewed Hope Agenda of President Bola Ahmed Tinubu GCFR.
The Ministerial Performance Management System (MPMS) is a performance evaluation framework used by the Federal government to assess the performance of ministries, departments, and agencies (MDAs). The system aims to improve service delivery, accountability, and transparency in the public sector.
