The second phase of the Performance Management System (PMS) implementation at the Raw Materials Research and Development Council (RMRDC) Yobe State Coordinating Office Damaturu marked a major advancement in strengthening performance, efficiency, accountability, and result-oriented operations. This phase emphasized hands-on training and practical sessions designed to enhance staff understanding of PMS principles and facilitate their application across all departments and divisions.
The training began with a review of the previous PMS training and was followed by a lecture on the Council’s five strategic goals, a guide through the identification, alignment of Key Result Areas (KRAs) and tips on how to document clear, measurable objectives within the PMS structure. A major highlight of the PMS training was an indepth exploration of the Task Manager feature, a central component of the platform that enables real-time assignment, tracking, and feedback on tasks. Staff engaged with live demonstrations, gaining first-hand experience in using the system effectively.

The Facilitator, Mr. Usman Abdulrazak said, PMS plays a central role in aligning employee performance with RMRDC’s mission of promoting research and development in the sourcing and use of local raw materials. It ensures strategic alignment of individual and departmental activities with national industrial development goals, enabling improved resource utilization, efficient project delivery, active staff engagement, and data-driven decision-making.
Mr. Abdulrazak said, “To advance its strategic vision, RMRDC undertakes targeted initiatives including boosting its R&D capacity, forging industrial linkages, enhancing internal competencies through regular training, and leveraging ICT tools. These actions reflect the Council’s broader commitment to supporting Nigeria’s economic diversification, and are tightly integrated into PMS framework and performance indicators.”
He also said further that, RMRDC’s objectives under the PMS are both clear and measurable, encompassing identification and development of local raw materials, coordination and dissemination of research, commercialization of outputs, multi-stakeholder engagement, and contribution to national policy development. These are systematically embedded in departmental and individual performance plans.
He reiterated that to monitor progress, RMRDC has developed a robust KPI system tracking metrics like project delivery timelines, stakeholder satisfaction, budget efficiency, and staff training rates which is towards Council’s commitment to SMART goals.
On his part, the State Coordinator, Mr. Sani Musa said staff will now benefit from clearly defined job expectations, continuous performance evaluations, and transparent feedback mechanisms. The PMS fosters motivation through achievement recognition and career development opportunities. This performance-linking model promotes collaboration, efficiency, accountability and shared ownership of Council’s strategic goals, He stressed.
The session was described by many participants as impactful and timely, offering valuable insights into the council’s digital workflow and accountability mechanisms. Staff expressed appreciation for the hands-on approach, which they say will enhance performance and improve coordination RMRDC and are committed to ensuring full adoption and effective utilization of the PMS framework as directed by the RMRDC Director General/CEO.
